eluLayer — Create an ELU layer compatibility object.
eluLayer creates metadata for ELU activation layers.
Syntax

- A leading numeric scalar sets
Alpha; the default alpha is1. Name,Description, and other common options are stored as properties.
GPU memory and residency
Layer construction is host metadata work and has no provider kernel.
